Tom Tiny Lister Jr movies.?

Who knows if Tom "Tiny" Lister Jr made a movie with a small/short African American guy comedy and in a prison it is a funny movie but I'm not sure if Tom tiny lister Jr is the one that comes out on that movie. If anyone can help with the name it will be awesome!!! This movie is kind of old maybe 1999-2002. Thanx!!!
