Are low-flow toilets ANOTHER example of environmentalists & government getting it WRONG?

I have 3.5 gallon tanks in my house. When I move, I plan on replacing them with 1.6 gallon tanks and taking the 3.5 gallon tanks with me. It didn't take a PhD to figure out that the 1.6 gallon tanks don't work. It did take a PhD in stupidity to come up with the idea which is why the government is embracing it.
