I noticed on IMDB Pro that some actors (not A-listers) have agents in multiple cities. How is this possible?

Is it like this: The talent might have lived in Los Angeles for a while, acquired an agent and established a good relationship with the agency, and then when the talent moved to, lets say Chicago, the agent in L.A. still continued to represent them even though they now are based in Chicago?
