Guys are confusing.....?

So last night my mom and I dropped my brother off at a CAP meeting (where there is guy almost all my age there) I was sitting in the front seat just looking out the window and a guy walks infront of our car blatantly staring at me, and a few other guys we drove past did the same. Now Im 5'7 156 lb 15 year old girl who's kinda pretty I guess but idk why they were staring. I'm nothing special. Please clarify??
